Is the strategy pulling players from Power 5 teams who didn't get a lot of playing time to come to Troy to be a star like Chris Lewis?

I'd say that's the strategy every time.
We've had a lot of players that were originally P5 transfers that didn't get playing time, got to Troy, and became big-time players here. I feel like they work out more often than not.

Upon signing at KS Coach Klieman remarks:
Here’s what head coach Chris Klieman had to say about Perry’s potential when he signed:
"Jordan is a 6-foot-2, 190-pound guy that we are going to play at safety. He played both ways in high school. He was a tremendous running back as well as defensive back. He was one of the guys that visited in the summer officially but then came back unofficially on his own for a game visit. A really talented athlete that can really run, will strike you, great speed. Excited about Jordan joining the program."
Further: Perry prepped under head coach Gene Cathcart at Jefferson HS, where he was rated as an athlete by 247Sports, which ranked him 81st in the nation for the Class of 2022.
He totaled 86 tackles, 10 tackles for loss, five interceptions, and six pass breakups during his career as he helped the Dragons to earn a 9-2 record and a trip to the state playoffs as a senior, earning all-region honors along the way.

Stars are what we see on a dark, cloudless night when we look up in the sky. I say that to say 3 star, 4 star, 5 star recruiting ratings don't always mean a lot. That said, players coming from P5 programs typically will be better players, therefore garnering more stars, than those recruited by G5 guys. The portal giveth, the portal taketh and often times the giving offsets the taking.

The portal giveth, the portal taketh and often times the giving offsets the taking. Troy is a few miles closer to home, Jefferson, Ga as well. May have influenced the decision.
