A quick statement on this is that Ranking is not the only determining factor. The team must also be the Conference Champion. So say if a Boise was to suffer a Loss in their conference Championship game and still be ranked highest they would not get the bid. Houston could still finish ranked and not win the conference if Navy was to win out and suffer a loss in the AAC conference title game.
"Twelve schools are selected for the major bowls. These include the champions of the Atlantic Coast Conference, the Big Ten Conference, Big 12 Conference, Pac-12 Conference and Southeastern Conference. The highest-ranked champion from the "Group of Five" conferences (American Athletic Conference, Conference USA, MAC, Mountain West, and Sun Belt) is guaranteed a berth if the group's top team is not in the playoff."

Just saying it is not what it appears at first sight. Pretty Much BSU & WMU are the 2 I am most worried about getting ahead of.
AAC (Houston, Navy, Memphis & USF) Houston being ranked #11 in the Country needs Navy to loss twice so they can play in the conference Championship.
Navy plays Memphis & USF in regular season (by default 2 of these 3 teams will be a 2 loss team) and more than likely play USF in championship 2nd time.
Memphis Has to beat Navy, Houston & USF in regular season to get in to the conference championship which most likely would be USF Again.
USF has Beat Navy & Memphis and then Probably Navy or Memphis again in Championship game.
MWC BSU & SDSU
Boise has to win out and then Probably play SDSU in Championship Game
SDSU needs to win out and would still have the LOSS to South Alabama (which Troy would have to beat to get there)
MAC WMU & Toledo WMU Needs to win out they face Toledo on 11/25 & then Conference Championship
Toledo Even if the win out has a Loss to a 3 Loss BYU
Sun Belt Troy Troy needs to Win out and would only have a close loss to current #3 Clemson (not to mention the blown call issue)
I see were Troy still has a shot with some help.

Update AAC Houston L Memphis L USF L Navy still has to Win Out (personally I am waiting to watch them VS ND & Army, USF will be a good one if USF gets there QB back healthy)
MWC BSU (Blocked BYU's FG to Win arrggg) SDSU needs to win out ( has the head to head Loss to USA)
MAC WMU still on its Roll. Toledo still going (Got a show down with WMU and Akron is not a gimme)

Look at one of BSU key wins is over Washington State (1st in PAC 12 North) that had just loss to a FCS Eastern Washington the week before.
